About CUSMA/USMCA Certificates
  • When is it required? Only when your importer wants to claim preferential (reduced/zero) tariff treatment under CUSMA/USMCA. Not required for every cross-border shipment — only when claiming the preference.
  • Who signs it? The exporter, importer, or producer — whoever has knowledge of and can verify the origin information. The certifier is legally liable for accuracy.
  • Blanket vs. single: Use a blanket certificate for regular ongoing shipments of the same goods over up to 12 months. Use a single-shipment certificate for one-time or irregular shipments.
  • HS code accuracy: The tariff classification number must be correct for the preference criterion to apply. Confirm with your customs broker if unsure.
  • Retain records: You must retain supporting records (production records, supplier certificates) for 5 years from the date of certification.
